These are good ideas and just the type of conjecturing that I like.

But using the term "packages" conveys (to me, at least) a much more strict
process.  As in, take the Brick package and get these four powers, exactly
and that's all.

If the case is you get to choose from a list of Brick powers, or Flyer
powers, or Combat monster powers, etc., then that is much better.

And a system like this shouldn't be called "packages".  We should come up
with a cool name for related groups of super powers.  If we assume that
these powers are caused by some mutagen, maybe each "group" of powers
effects the same section of the DNA spiral.  Maybe the mutations always
concentrate in certain DNA sections, which would explain why bricks never
(or rarely) can fly.  Someone who spikes out of this standard could be
called a spike.  

Hence, we would have brick power "spirals", etc.  Other suggestions?
Someone out there familiar biology and DNA?

I also am very fond of the Edge enabling you to get external powers.
