I dunno...  It seems to be a period of instability, or the verge of
instability, a civil war against a corrupt and oppressive government
which can lead to utter chaos and...

Naw, you're right... Different from Hell On Earth..  Where HOE is 
post-apocalypse, BNW is sorta "pre-apocalypse" or "pre-Eden" -- it
just depends on who wins, and what costs are paid to win...

Oddly enough, even though it is described as a "superhero" game (at
least, I think it was described that way, once) the heroes are the 
underground resistance, not necessarily the popular figures..

I'd substitute the HOE component for a Cyberpunk/CyberGeneration 
component myself...
