Actually the points you get for Veteran you have to spend during character
creation. So you can only spend them on Skills and Quirks. Veteran does say
you can use them on tricks, but this has to be a type-o. You can only start
with 3 tricks which you pick from the available list. The points you get for
Veteran are treated just like Skill points and can be used on skills and
quirks during character creation.

If you mean during character creation (where the points from veteran can be
used) then they are the same as Skill points or quirks, they are 1 point
equals 1 level. Remeber you can't start higher then a +5 in a skill though.
