I think it may have started a *long* time ago (before the internet as we know
it today was in use, when all electronic mail was downloaded in packets from
local BBS's... remember that?) as INALBIPOOTV  (I'm not a lawer, but I play one
on TV)  It was used in a similar way to INMNDIPHOTV here, to say "I have no
offical knowledge of this but if it was up to me"
