[BNW] Civil Liberties

Here's a report that might be of interest to some.

OBBNW: They're in a police state. How often do you have your players "Shaken 
down" by the man while in civies? What do your pc's do when they see a 
person, not in a mask, spot the police and start sweating and heading in 
another direction. What if it's someone they've just met, or have known for 
a while? And what if it's a trick to see what your pc's do?
