Chatting with Matt, this seems to sum up the whole thing:


If you are Dodging a HTH attack, do you get any benefits from your HTH skill 
levels?


Not really. You're doing your best to get out of the way, not block an 
incoming attack. You still get to add your skill level to the attacker's 
base Target Number, just like normal though.  Note that the
fighting/martial arts skill bonus is added to the regular Target Number, not 
any number generated by a dodge roll.
