Sure, you can do two, but not three.

The question I have is is it kosher to do it with a held card?
Say my Bouncer gets 22 for his init. and the Primer Blaster he's facing
off with gets a 16.
My Bouncer (Jackson) doesn't want to draw down on the primer first (Code
of Honor, and he doesn't know what the primer is going to do), so he holds
his action.
The Blaster goes and true to form tries to blast Jackson, so can he use
his held action to dodge and quickdraw?

I guess it really isn't that important because the alternative is he
dodges and then just quickdraws and fires on his own action (which could
be better, fail this one and he loses a shot, fail the other one and he
gets blasted). But there could be other cases where it would make a
difference (multiple opponents?)
