    Greetings and welcome to the list.  Some of the questions you have can be 
found in the FAQ's (sorry don't have the address handy, but I will answer the 
ones I can.  Note, there answers are mostly for my game and may differ from

 1: what percentage of the population exhibit delta powers of significance
        Not really sure, I'm afraid 
 2: what percentage of these are  childern, DP's, defiants, registered etc
 
 3: what is the response time of DP? if the PC's do a bank job or start 
blasting away in public how long before DP/police turns up, how much ordance 
do they bring (comic has attack helo and tank!), how many will be Deltas
        It matters where you are .  Some cities like Washington have a 
response time in seconds or low minutes, while small cities may take several 
minutes.   As for what is in the group; well high level groups will be 
Dreadnoughts and Deltas, while other groups are likly to be armed normals 
with maybe a dreadnought or delta.

 4: can you get around registering? ie register and then use a differnt 
name/move. how closely do they keep tabs on you
         They keep very close tab on you.   Anyone can check and see if you 
are a Delta (online) and if you up and disappear then they come looking for 
you.  Also, in most cases once you are registered you are given a job and 
don't have much choice in it.
 
 5: how dose the general population react to non offensive use of delta 
powers? there are pictures of delta flying around and stuff in book, does joe 
public run screaming, open up with a trusty .44 call the police, stand around 
staring, ignore what is a common thing in crecent city?
          In crecent city if you are registered and working in a proper job 
then people may look at you funny and you may have problems with coworkers, 
but nothing major.  If you start a delta battle on the street then most 
people will duck and cover (and is some states start shooting back).
 
 6: cars seem to be almost indestructable!!!! am i wrong but it seems that 
you can shoot a 120mm rocket at a harley and it will be +2 TN to drive and a 
blaster with maxed out stats and using all his delta points and a power up 
trick can only just scratch a chevy metro!
      Well first off I use vehicles as background and they get blown up when 
it seems like a good idea.   As for Blasters they ignore the armor of a 
vehicle.  And don;t forget that the size of a vehicle makes it easier to hit 
so the blaster can get off more tricks.
 
 7: while im on the subject of blasters, what about thier 'go through armour' 
power? what do you mean by 'skin' armour? what about DP power armour? or a 
gageteers          powersuit
      Blasters ignore all not power armor, including gagetteer powersuits and 
Dreadnoughts.  This is in FAQ.
 
 8: barginers, is there realy enough information on them to actualy let a PC 
be one? how much does it cost to make a totem? why dont you get covens of 
barginers mass producing totems? I know it would be the first thing my PC's 
would try. can you just buy totems from such groups? how much would they 
charge?
       There will be a book out on them at some point.   As for how they 
work, I don't have one right now and will mostly fudge stuff till I get more 
info.
 
 9: How much effort does DP go to in hunting down deltas? are there road 
blocks and stop and search points at state boundaries?
          Well how much trouble are you in.   First off don't forget that the 
US is under military law and they can ask to check your papers at anytime.   
If you have done something bad (blow up a building or kill someone important 
(ie any DPer)) then yes they will look for you fairly hard.
 
 10: the internet. the internet as described in the main book seem to be much 
more free than the one in real life. how the hell does www.deltatimes.com 
keep its domain name for example! can DP track you down through your ISP? 
what is meant by limited and full net access?
         Well, I think that deltatimes.com is a moving address (sorry don;t 
know computer speak) and DPers shut it down when ever they can, but it keeps 
popping up.  As for the internet being more free, I think that it is more of 
a point of view.  By this I mean that it seems that way only because it is 
the most free form of communication left as it is very hard to police plus it 
is to useful to be destroyed.
 
 11: the defiants, I suppose I should buy the book, but what the hell are 
they fighting for and how do they go about it? gorrila tactics in the woods? 
random bombing? assination of known government sympathisers? 
        Well, the general idea is to try and awaken the public to that fact 
that there is a Dictator running things and trying to get the people to 
realise what they have lost.  Also, most defiants are interesting in finding 
out what is going on behind the scenes, thou this differes by campaign.
