possible, but even if it was non US controled there would be plenty of other
ways to stop www.deltatimes.com from being accessed by people in america.
also its a bit of a give away that you are a terroist, you would think that
your ISP would report that phone No. XXXXX acessed IP #823.213.321.213
resolved as www.deltatimes.com  at such and such a date/time to the proper
authorities
