This isn't exactly correct. There are 4 major
factions. There are also many, many, many smaller ones
which weren't detailed in Defiants because they would
be forming and changing constantly. By time Truth got
info on them, verified it, and changed it to protect
and serve the whole of the Defiance better, in her
view, they could quite possibly be disbanded by that
time. I mean why talk about "The Racine
Revolutionaries" who consist of twelve people, have
methods are similar to Truth's neighborhood of the
Defiance and also have a rather close proximity, if
not part of it, to Crescent City? Especially when DP
is breathing down their necks and has captured four of
the members and will probably nab the rest in the next
month? So basically, there are more than four groups.

That army was refering to DP, whose main objective is
to weed out "defiants", ie: anyone who isn't
registered, they are also supposed to "assist" in any
delta involved crimes and investigations. That means
this "super-powered army" will be patrolling the
streets. That's what army is being discussed.

More than likely Delta Warriors

I don't think even the Delta Warriors would do this.
This type of thing would be done by individual
criminals pinning the rap on the whole of the Defiance
and using that to get away with it.

All four major branches of the Defiance work their
damnedest to make sure "Little Timmy" doesn't get
blown away much less anyone else. That thinking, the
way I see it, would be specific to the Delta Warriors.
Aside from these guys, killing guards is not a good
thing, not even with 'ends justifying the means'. The
government will play up the evil brutality of any
crime that even remotely stinks of the Defiance.
"Officer O'Bannon was brutally slain yesterday in a
Defiance attack on a Federal Bank. These un-American
traitors will stop at nothing to bring down our
Democracy, including killing a husband and father of
two.
