Well 2 is a compromise to the players. They heard about the Alpha suggestion
of 3-4 packages and wanted that, (I said no) then they debated about digging
out a different hero game to make PC's (I am not converting a system to BNW,
again no). SO, we (the players and I) came to a compromise 2 (but I can veto
any combo, and I made up categories to separate them so no blaster/Goliath,
or worse Shirker/Goliath etc..)

Hopefully I have eliminated this, and if not I can easily kill the offending
PC combo off (I never said I would not use Alpha's) Another reason for the 2
packages is that I don't want to play lots of gun fights, but more super
fights.

True, but we agreed that we want to play a game of "king makers/breakers"
not "street guardians". The PC's in most games will always look up to
Patriot etc... in my game the PC's will be the ones new Defiants look up to.
Also to some extent (no Alphas) I let the players make what they want to
play, and I tell them this: "Make what you like, but remember, I will base
the opposition off of your power level."
It's really just upping the notch, but to do this you have to do it all
across the board, not just for the players. So yes I plan on using the
Martial Law (Army patrolling the streets at night etc..).
