I think they're more like the real world then that. If they were
fortified, then the regs would be as annoyed by it as the deltas, and it

You'd see a heavier military presence, but that's mostly due to the fact
that people in general are more heavily armed. The police would be more
heavily armed as well, and would be equipped with armored vehicles,

That would happen. Pretty much any time you're stopped for any sort of
minor violation (jaywalking, speeding) the cops would search you. Heck,
that happens in some areas around here already.

It would depend on the area. NYC would probably have a bunch of tanks
and attack choppers, but it's a militarized zone. Crescent City
probably has a few, but they're more subtle about it.
If a whole city were to be clamped down on (say, for general uprisings
going on) I'd expect in a major city you'd probably see a few hundred to
a thousand Delta Primers, a couple thousand soldiers, and probably
20-100 armored vehicles (from APCs to main battle tanks), plus 5-10
attack choppers. That'd just be military and DP, though - the cops
would be all in full force, too.
