ok
1: just because other games do it dosnt mean its right
2: these games do implicitly tell you how many supers there are in the
background and style of writing. many are based off well know comic strip
ideas. you know how common supers should be from reading the comics. BNW is
not the standard comic book superhero story and thus we need additional
information to set the scene

yeah i think you need a solution like this.

but there is a 'origin' line on the charcter sheet FGS!! we dont need to
know all the details behind it, a simple people get shot/run over/hit etc
and instead of dieing become supers no-one know why. is fine and i think
this is what is implied by the book. but it would be helpfull if this was
stated as fact

ack didnt you read the 'answers ive allready got section'? sure i can make
it up but i dont need the book to make stuff up if you buy a book you expect
some background. the background given is vague enough to cover a huge range
of possiblities this would be good if each one was covered in detail but as
it is it leaves you unsure as to what the authors vision of his world is.
