    This is something I would like to know about.  Since there are no real 
rules yet (I think they maybe in Delta Prime) I have not made much head way 
but here are my answers for the moment.

A1: Rare, as they are hard to build and take alot of power to use.

A2: Not very.  For the moment I only use large devices like in the prisons 
and protecting DC. (see notes below)

A3: Basicly no chance, see A2.  Thou if they are worried the police may call 
DP and get a Snuffer to work you over.

A4: Yes, thou my rules are very unclear.  Unlike a Snuffer a field makes it 
harder to use powers and if you are in it long enough you will lose your 
powers until you leave.  Basicly any power use requires 2 more successes to 
work and if you fail to get off a power 3 times they stop working.

   These rules came about when I first made Wu Lung because she had a 
Gadgetter as a contact.  Since powers don't seem to increase (at the moment) 
she wanted something that would help her try and weight train her powers.  
For anyone who is not familiar with the idea; it basicly means to do normal 
workouts with a weight vest, arm and leg weight etc.  So her contact came up 
with a personal supressor field which was powered by her own abilities 
(basicly when ever she used her blasts some of the power is drawn off to 
power the field) thus making her work harder to ge the same results.
    In game since it is not possible to increase powers we decided to work 
with a trick called Suppresion Resistance which makes it easier for you to 
resist a suppresor field.  For the moment it simply reduces the extra 
sucesses needed to use powers by 1.  This may change thou when DP is out/
    Note: as a rule we dislike Snuffer type powers in our games, but to avoid 
shafting them completely this trick only adds +1 to the resisted.  Also, 
there aren't many snuffers in the game (sorry personal opinion).
