Hmm.. some twists:

o A heavily-armed, passionate group of people can be a useful tool to 
use..  Perhaps they are being secretly funded or supported by the 
Government?  How will the lesser-ups feel abou their leader having sold 
them out?  Or the higher-ups about some of their underlings having made 
"deals"?

o To be really insidious, have it funded by Deltas...  Perhaps a group of 
Deltas who really wants to have a segregated society, and wants to use the 
group as a great media tool: "You see?  You see?  This is why I say we 
separate!  It is groups like these which tell me that Deltas and regs 
cannot now, nor will they ever get along!"

o What will happen when some of the militia starting getting into armed 
conflict, and some of them awaken into Deltas (if that is possible..)?

o Fanatic groups are often formed around a particular, impassioned and 
charismatic leader -- but are fickle, and might follow another leader if 
another charismatic leader were to take up a similar position, which is 
different in some small but vitally important way...  And then you have 
division within the group, and either factionization or a changing 
[corruption] of the original group vision...  And what if that particular 
new leader was a Charmer?  Perhaps Delta Prime or the Defiance (or both) 
are worried about the spread of this movement (perhaps it might even be a 
"cult" -- a quasi-religious founding or personality-based attraction), and 
so they send in "infiltration" teams in order to dissolve it from the inside...

o Perhaps the group begins to take action, spreading from place to place, 
going into small towns and capturing the Deltas (somehow), and DP and/or 
the Defiance want to rescue them -- but don't want to use overt force 
because either a) the group is large and threatening or b) Kennedy doesn't 
want the bad publicity.  (Sure, it is a police state, but you don't want to 
rattle the tiger's cage, either..)

o Perhaps they are aided by some device which either acts as a snuffing 
field or mimics a snuffer's powers, or a device which has a lesser but 
significant effect, like a "half-snuffer" or something...  (like a "stun" 
gun or something..)

Hope some of these are interesting..
