Senator Kelly is all about Fear and Power and Control.

Some people have (unjustified) Fear of Deltas.

Senator Kelly wants Power.

He is campaigning on a platform proposing Control, using Fear as his ladder 
to get Power.

It has almost nothing to do with truth, or even Deltas for that matter...

Senator Kelly is a very mistaken, selfish and soulless individual.  (I 
cannot call him a "man", because he is less human than the "mutants" he 
bedevils.)

FIGHT THE ILLUSION OF FEAR!  BREAK THROUGH THE BARRIER OF
