Personally, I think buying any stat up over 6 is a waste of xp. The problem
with buying up stats is that it costs more and more points for a smaller and
smaller increase in your chance to roll what you need. Assuming the Tough
started with a 5 Speed, he's still spent 63 xp (18+21+24) - which would have
been more effectively spent raising Martial Arts and Shooting and other
skills, giving actual, tangible increases to your rolls, instead of just a
slightly higher chance. And, while he's probably faster, he's still far
behind the other characters spending xp on skills, tricks and other stats.
Point this out to him and, if it really bothers you, don't let him put any
moe points into it.
As for the Teleporter - it's been discussed on the list and, for the most
part, agreed on that Teleporting Anything (person or object) At Range is an
Alpha ability. In my campaign, we had the trick 'Teleport Object', for each
extra success, you can teleport one Size worth of object (yes, it's more
costly than teleporting a human but we view it as easier to teleport
something living then something not) but you've still got to touch the
object. If you want to teleport the bad guy away (10' straight up can
work), you need to touch them, somewhere. If you want to teleport their gun
out of the holster, you need to touch the gun first (the distance shoulder
to hip, small though it is, is still considered range) - a combat roll with
some penalty.
