There's nothing in the power description (which implies the effect is
subtle) to suggest he has to actually act out what he is doing. Seems like a
Guide call to me.

A Tough with 10 more points of armor might be a bit...misrepresentative of
the combat system. :) Is armor cumulative? I don't recall, but I was
under the vague impression that you only got the benefit of the single
_best_ source of armor you were wearing or had access to. Which is why
Toughs still might wear Armor when they come up against a Snuffer, or a
Blaster might wear a BP Vest (since the BP vest doesn't work against another
Blaster or other powers that ignore non-Delta armor).
Again, don't have my rules here with me today, but did you give the Ripper
(a Tough, right?) the combined benefits of _both_ types of armor? If that
was the case, I can see why your characters had some trouble damaging him.
Regardless, for future battles the solution (if you want one) would simply
be to craft your opponent(s) more carefully in terms of what kinds of damage
resistance they have.
