Only Matt knows for sure, but with what I have read so far I would say yes.
Due to that fact that they have been referenced as a kind of Delta, the only
real difference is that they (as a group) developed the same Delta powers
due to a specific event. At least this is my understanding of it all. Does
bring to mind a question though, have any new ones happened after the bombs?
I am sure Matt has a reason for them and Deaders to be in the story, and for
some strange reason I think we may learn more in Evil Inc. (could be wrong,
I have no reason to believe this, just a hunch). One thing I have learned
though is that Matt has more of this planed out and in place then what is in
print (even if it is only in his head for now). I think in time we will have
a good understanding of how they fit into all of this.
