Yeah, I was thinking it might be easiest to just look up real Chicago data and
transplant it to CC.

Well, I'm using a travelling exhibit - I'm just wondering where to locate it.
With a campaign set primarily in CC, these first sessions are the time to
establish the city's style and layout in the players' minds.

Jeez, I hadn't even thought of that.  On reflection, I can get away with not
using any delta staff, though.  My version of BNW has very few deltas operating
legally outside of Delta Prime - villains and crooks, but few non-Defiant heroes
or independant operatives.  So the Delta Prime PCs will be the ones guarding the
exhibit on its closing night.
