I'm inclined to think that the modifier should apply. Yes, punching a short
person isn't that different from punching a tall one. On the other hand, it
_should_ be difficult to hit a Size 1 Shrinker, whether you're using guns or
fists. And it should be easy o hit an elephant or car with a baseball bat -
what're they going to do, dodge?

I say apply the modifier. In most cases, it won't make much difference (+/-
1), but will have more impact at the extremes (Giants and Shrinkers).
