[BNW] Delta Points (MATT, CONTAINS SPOILERS)

Greetings all, I got a question about the Delta's best friend: the Delta
point.

I know the "Lucky" quirk allows a character to have 4 Delta Points
instead of the regular 3, but is there a way for a character to gain
more Delta Points, say, by buying them using experience?

The reason I ask this is because...

I found 3 Extras in the Guide sections that have 4 Delta Points without
having the "Lucky" Quirk: Truth (Crescent City p. 90), Keith Makowski
(Crescent City p. 86), and the Original Patriot (Glory Days, p. 191).
