Speaking of Delta kids...I vaguely remember that the Gray Ghost has a daughter
and it was talked about in one of the sourcebooks.  She was not born with any
abilities..but she did Awaken  with powers early in her life, which prompted the
Ghost to take her out of the country and well away from DP.

My reasoning would be this: that the children are not born with special
abilites, but their chances of awakening from a near-death or really-really-near
death event are significantly higher than a normal persons.
