High school in Florida...I can answer that one.  I have that horror in my 
background. ;)

FIrst off, Florida spends (per capita) only just a little more than 
Mississippi does on education (most in the US on prisons, though).  50% 
drop out rate when I was there (although I think they've worked on that a 
bit).

Give me some time and I can work on detailing the high school for you.  It 
would be like therapy. :)  I forget, is Caiman City coastal?
