All right, here's my take on the Sons of Odin for Caiman City.

Sons of Odin

There is one bar in every town every one stays from. The old winos avoid it, 
the pimps and the dealers rarely enter. In Caiman City, the White Hound is 
the one to miss. Shabby on the outside, dark and gloomy inside with a 
surprising amount of Nazi party memorobilia on the walls, it isn't a very 
attractive place to the casual visitor or weven the locals. This due to one 
thing and one thing only - it's the home of the Sons of Odin. The Sons of 
Odin have been in town for 50 years, formed by a rebel biker gang back in 
Caiman City's earliest days. The Colonel himself is said to have taken them 
on many a time, arrested members and gang leaders, only to have the gang 
reform quietly and quickly. Police who have investigated the gang say that 
they are some of the roughest, the most militant, and surprisingly, the most 
well organised and well funded Neo-Nazi's they've come across.

You don't approach them for membership, they approach you. Once approached, 
you have limited options. Join, leave town or die. They've been the subject 
of countless Sunday Newspaper editorials, although never named directly - 
some very sharp lawyers represent them for some reason. The vigilante 
community has been surprisingly reluctant to approach them as well. Rumors 
swell that the Sons of Odin have their own deltas on the pay roll, but 
no-one has been able to prove it. Delta Prime has rumoured to investigate 
them on a number of occasions, but then again, Delta Prime has never really 
been welcome in Caiman.

Known Gang members

Cyclone - This bald headed leader is vicious, cunning and charsimatic.  
Think Russel Crowe in Romper Stomper and you wouldn't be far wrong. Clad in 
fatigue pants, his bare torso is covered in tattoos, with Nazi emblems and 
strange radioactive based symbols. The front person in any brawl, he has no 
known criminal record. An imposing figure, he's known  as a man you do not 
cross. Of particular note, he is an ardent supporter of the Caiman City 
soccer club, and has been seen with the rest of his crew in a special 
section of the stadium known as Section 37. No-one else sits there. No-one 
else would dare.

Cyclone is also a gasser. However, while this might seem a fairly obvious 
power, he never uses it unless another conceivable explanation can be used 
to cover his delta ability. His powers are particularily deadly in a mob 
scene, and numerous fatilitys and serious injuries have been blamed on the 
Caiman City police's use of tear gas or mysterious gas leaks ( Buffy anyone 
? )

Thug - Flash, cocky and arrogant. Don't be fooled by his seemingly charming 
exterior. This bad boy has served time for numerous battery and assult 
charges. One of his main claims is that the voices made him do it. Being in 
the Sons of Odin has allowed him to do some serious damage, or as he says, " 
Working for them big boys, it soothes them voices of mine."

Thug is also a bargainer. Armed with a scrapper hockey stick totem, a hot 
shot pistol and toughs floppy hat, this is one serious opponent in
a melee.

The Snob - A more out of place person in this gang, you will not find. 
Dressed in college preppie gear, with a soft blond mane of hair and a thin 
arty pair of glasses, he looks like he's more at home in a high society do 
than in the rough and tumble White Hound. Yet one conversation with him, and 
you've never seen a more appropriate setting for this person. Irritatingly 
smug and convinced of his obvious upper class superiority, he blends in 
naturally after that. He joined the Sons of Odin as their mouthpiece with 
the upper class after rumours circled he had raped the black house girl of 
his parents, then bludgeoned her to death. No forensic evidence could place 
him on the scene.

The Snob is a telekenetic. Anyone who even thinks of coming near him is 
buffetted away by some unseen force. " Don't touch what you can't afford," 
he'll say, a smirk on his lips.

Stich ( german for Stab ) - White trash. One look says it all. Poor, stupid 
and a bigot. This boy should've been signed up for birth for the SOns of 
Odin. He hero-worships Cyclone and hates Snob. Scared of Thug, and a bully 
to the Runt, he is an absolute beserker in combat and loves nothing more 
than getting stuck in. When everyone sits around and talks rheotric, he 
either keeps quiet or gets bored and wanders off.

Stich is a spike. When this boy sprouts, putting the boot in gets a lot 
deadlier. As noted, he is fairly stupid, but this stupidity does not mean he 
should be underestimated in a fight.

Runt - This little guy is never really on the front line. He just quietly 
hangs around the back, quietly instructing the guys. When a battle is going 
badly, a quick word from the darting runt will all of a sudden see the whole 
battle swing back in favour of the gang, with a  key member of the 
opposition faltering, and then being overwhelmed. Bullied by pretty much 
everyone in the gang, Runt doesn't care. He's got all these big guys to 
watch out for him. He and Cyclone know who really comes up with these magic 
battle plans. So do the higher ups.

Runt is a genius. Small and scrawny, he devoured books from an early period 
when a bout of measles nearly killed him. Ever since then, he's been smarter 
than anyone around him, but never in front of them. He's not stupid after 
all.

Various reg thugs can be used to bulk out the gang, but this is pretty much 
the core of the gang. If they are ever beaten in combat and arrested, 
lawyers from a high powered firm in the city are there within the hour to 
bail them out. If any of them are ever beaten in combat, the gang swears a 
vendetta and woe betide the man or woman who gets a death mark from these 
boys.

My suggestion is these guys could go into the groups section in Caiman City, 
give that area a bit of a kickstart.
