[BNW] Caiman City needs Villains

Well, I admit The Badge is done in shades of grey - he could be either
good or bad (or even change).

But following the discussion i feel need to point my finger and say
"CaC is by no means finished. The characters as yet portrayed are only
a fraction of those available." That said, Somersault is part of a
high school level campaign, where as the much darker The Badge would
fit into either that or any other style. He just would not group well.

I believe, what we need most, are those scheming, evil villains, that
make life just fun (or such a pain, just as you will it). And villains
don't even have to have deltas. Any ideas on that? I still have plenty
of whitespaces on the website, just help me fill it!
