I've been considering the same thing. My idea was that the first delta
appeared in 1980. The delta registration act is on the verge of passing
every congress, but is narrowly defeated everytime. The PCs would have to
constantly consider the impact of thier actions. Delta Prime could actually
be real Heroes.
