[BNW] A Covenant Freedom Force member that I need help with

Hi again I'm the person lately that has bin causing the commotion on this
list, Anyways I need help with a Freedom Force Delta character Inquisitor.
This is the Christian Delta of the Freedom Force, As you can guess this
Character hero costume is similar to Anarchy from DC Comics. But in a
different color and design, Now here my problem. The Covenant is split into
two groups, The one that based in the US and the one in Rome. And I don't
have the Convenant source book, What I help is if this Delta is part of the
Rome Convenant group then what restrictions are on him or her?.
