One resource that I've found is a book called "Police Procedural" part of a
writer's reference series.  It's a listing of equipment, procedures, training
and other facts about police/sheriff/law enforcement agenceies and how they
work.
There's not a lot of information about SWAT teams specifically, but it does
have a lot of the general information you might want..
It's published by Writer's Digest books, author Russel Bintliff
