As for rolling for whether someone becomes an Alpha or not -- I wouldn't do 
that at all.  Instead, I'd figure in the following factors:  what was going 
on in my backstory, how much the player cared for the character, how much 
sense it made to the plotline I had set up for the future, and how they 
died.  (Was it being truly heroic, or just bad luck on the dice?)  Making a 
roll for it just doesn't seem right to me.

As for the rules...I wasn't suggested "just" adding together a bunch of 
packages or anything -- but then again, that fits with the general 
rules.  After all, a bunch of the packages aren't exactly powers per se, 
they are adds to a skill.  (Sneak, frex).  Granted, they can use their 
Tricks, but even still a good roll for a reg and they can see the Sneak.

I'd say that Alphas probably have much more powerful Tricks, for one 
thing.  Versatility is another.  For alphas who have a focused power set, 
you have stuff that is far beyond the capability of a delta.  That Alpha 
Sneak is actually invisible.  Alphas are deltas taken to the extremes...as 
well as having versatility.

I don't think they were ever meant to be balanced among themselves.  There 
is a variation in power levels among them that is greater than the 
variation among deltas.  (And don't even try and tell me all deltas are 
balanced.  You have to stretch a campaign pretty far to make some of the 
powers "worth" as much as some of hte others.)

Just IMO.
