Well, then the issue becomes: how does a ground-based group of PCs deal with 
a squad of flying opponents?  I'm not sure there's any real solution there, 
but a few things I'd look at as a GM:

1) What do the PCs who can't get to the flying opponents in HTH or a decent 
ranged weapon (i.e., anything more strenous than a pistol) do? For instance, 
in this kind of situation the Goliath may be frustrated because you are 
playing on his weaknesses, making him essentially useless. Once in a while, 
that's fine, but generally the Goliath is going to want to be mixing it up 
with the tough opponents. And no one comes tougher than Delta Prime!  ;)

2) What will the PCs do to negate the flying/ranged advantage? Sure, the 
Armageddon-types would love to get them in, say, an open football arena 
where they can soar 50' in the air and blast away. But will the PCs be so 
obliging as to move into an area where the AP-types can bring their full 
advantages to bear? And as a GM, will you let them?

3) Avoid repetition! Sure, this time the APs might hit the group in an open 
area. Next time, the PC group may lure them into a factor with a tangled mix 
of catwalks and steamy old pipes and stuff (i.e., the climactic battle site 
for half the Highlander movies and episodes ever seen ;) ).  Alternately, 
neither the PCs or the opponents should get an ideal combat situation every 
time.

4) On average, make sure everyone can get involved in a meaningful way, and 
probably using those cool Delta powers that is probably one of their big 
reasons for playing BNW in the first place. Once in a while, the Goliath, or 
the Healer, or the Wereshark, might not get to do much, in or out of combat. 
Personally, I'd say that amount of non-participation shouldn't be lower than 
10-15%. Higher, and you risk player boredom.

[And which, again, is why I have problems with Goliaths. Their level of 
participation in non-combat stuff tends to range much higher than that, by 
dint of their Obviousness. If you're running a combat-heavy Delta Warriors 
or Delta Prime campaign, where they can operate freely or do a ot of combat, 
it may be a different story.]
