If you're in a spot where you can hide your hands (as
in the example above) you can usually get away with
it. OTOH, if you're in a card game and holding a hand
under the table, you're probably going to get shot as
a cheat.

Does this mean that a simple pair of handcuffs and a
burlap bag can stop the might hucksters!?
