If Memory Serves Me Right, It describes the Collegium for those who don't 
do Doomtown, updates them from DTOB, and provides info on an alliance with 
Hellstromme Industries (and maybe Wastach Railroad?) and gives some info 
much like Smith & Robards did with Smith & Robards.  Assumedly also it has 
new Devices that are more of Collegium specials then S & R type stuff.
