    The prospector might believe that, but if he were right than there would 
be no difference between a walking dead and a harrowed, because the walking 
dead also have access to the host's memories and personality.  For that 
matter, it's quite possible that the powers of the harrowed are the result of 
the interaction between a human soul and a Manitou, or else walking dead 
would have access to that as well.
