I use 'em as Reverse Legend Chips.  Whenever they're drawn, they go
straight to me and become Legend Chips for the Big Bad Guy (tm).  I've
seen another Marshal use them as "Screw-Over" chips.  Whenever a posse
member draws them, they turn them over to the Marshal who then discards
them later in the session to screw over that player.
