The sinnin' roll is for the actions, not for the items used in the actions.  
That being said, you could simply say that if the target is an innocent the 
damage from the Consecration does not get added in.  Afterall, God would not 
aid in harming the innoncent.  Said deity is probably able to determine 
innocence vs guilt afterall.

I would simply treat the bullets like they do normal damage and roll sinnnin' 
as per ususal.  Though if the Blessed supplied the bullets you could have him 
make a Sinnin' roll for aiding in the murder of an innoncent.
