OOPS!
You have to admit that irony can be pretty ironic sometimes...

The Final caveat of this approach is the Outlook is not smart enough to
recognize an address (and its settings) that you have in your addressbook,
so you have to change the address *each* time (Which leads to all sorts of
cross-posting hyjinx!)

One final thing. 
Depending on how your admins have the exchange server set up, you have to go
even further to FORCE plain text: 
1.  In your address book (contacts), choose the list 
2.  Choose (F)ile (P)roperties 
3.  Click the Send Options Button 
4.  Choose the "I want to specify message format for this recipient" Box 
5.  Choose Plain Text/UUencode
