Actually the alternate history has kept the KKK from forming.  In US history, 
the KKK was formed by ex-confederates angry about the defeat the freeing of 
the slaves.  Since the South hasn't been defeated, many of the soldiers that 
formed the original KKK are still fighting, Nathan Bedford Forrest being the 
most famous.  That's not to say the group can't be in your campaign, but it 
wouldn't be the same as the historical group.
