That rule was changed first in HoE, then transferred to the Revised
Edition.  That and needing one more success in tests o' wills (1 raise to
give 'em -4, two to take a card, three to get a Fate Chip) than before.
I jsut re-re-re-re-read te combat rules, and wanted to sound smart ;)
