Yup, and here's how I explain it to newbies when I run demos at cons, or
have new people in my games:

"Roll your Quickness dice.
Pick the best and ignore the rest.
Now... unless you've Busted (insert Bust explanation here), you get:
1 card just for showing up, [deal cards to everyone who gets one]
1 more if you made it to 5, [ditto]
1 more if you made it to 10,[ditto]
1 more if you made it to 15,[ditto]
and
1 more if you made it to 20.[ditto]

Now... anybody get a Joker?"  ;)

And move on from there.
