People in my normal GRW group have made all sorts of vehicles.  I think
that, at this point, the only ones we haven't built or used in games have
been the boats.  According to Shane, they've got the actual models for
the steam wagon and ornithopter done, and they'll be in the first new
mini release.  I'll probably get an ornithopter, since the two I've got
aren't very good substitutes.  But steam wagons are very easy to
scratch-build with balsa or basswood.

I'd convert the boxcars into war cars before doing the flatbed.  As the
rules go now, you can mount weapons on flatbeds, and you don't have to
worry about making a whole enclosure.  Get clear sheet plastic and glue
some aluminum foil to it, dull side down (or shiny side, if you want it
to look very chromed).  Then you've got some nice-looking metal paneling
that will actually be durable when you glue it onto your boxcar.  You can
also make rivets and bolts out of tiny bits of putty or sculpey.  For the
guns, I'd try to cannibalize bits from another model.

Kitty litter makes nice-looking gravel, if you're doing a railyard-type
scene.  You could also get aquarium gravel, if you were so inclined. 
There's about a million different things you can do for terrain,
though...you're probably better off asking for more specific advice.
