It would depend on if the "paint" actually bends light waves around the object or merely makes them transparent. If the light is bent around the painted object then the person in the painted clothes would be invisible also and goods in an invisible wagon would also be invisible. However if the paint makes the object transparent, a naked person would be seen. A wagon painted with such a materiel would be transparent, as wood readily soaks up paint, but items placed in the wagon would be visible, appearing to float in mid air.
