The solution that was thought of for this (which it was said, at the time,
was being used in-house by PEG) was to handle DA fire like automatics fire
when squeezing off two rounds in the same action.  That is to say, if you're
firing two shots in an action with a DA you make a single roll for both and
if you get a raise the second bullet hits.  It would seem to work very well
for a guy with two guns, plus it would help speed things up significantly.
