I'm not certain about that - the last I remember this being discussed, it 
was still a "thought concept" with no work or even planning having been 
done for such a book.  Which means that if it was to be done, it would have 
to be placed at the end of the line of the current PEG projects, with the 
timeline of start to finish leaving it undone until at least 2002.  That 
was of course before the Cybergames difficulties delayed everything.

But let me tack Shane's and Lee's name to the top of this, to ask if things 
have changed.
