We don't have a PC with Luck o' the Irish, and our Marshal discards
whichever Chip he draws for an NPC with that Edge.

However, as far as a PC is concerned, I should think he'd be allowed to
keep it, as long as it's not used for Bounty. Perhaps he should keep track
of his Luck o' the Irish Chips separately?

Alternately you could force him to spend it before the session is over.
