Jokers are my bet; we ran into a formula this last
session that had a Reliability of 13, and the running
theory is the guy pulled a Red Joker on creation
(would explain that salt rattler blood as an
ingredient) and the boost was a +1 in reliability.  I
don't see why a side effect result from a Black Joker
couldn't be a reduction in base reliability.  

*chuckle*  That or all their blueprints are
reliability 10, and they keep really blowing the
construction rolls!
