[DL] Black Circle Question...[Shane/Goff(?)]

A friend of mine is running a LARP this weekend at RoundCon in SC. He has a
question about the Black Circle.. for those of you who don't want to know
about this, leave..

Here is his question - is this a public alliance between the Whateleys,
Black River & Bayou Vermillion (i.e. the rails merge and are funded by the
Whateleys & are called "Black Circle" or something), or do the Rail Lines
maintain their respective "legitimate" faces and are still funded by the
Whateleys, etc...?
Basically, he just wants to know what to call this faction for his game and
how to write them in.

I know the Black Circle book is being worked on (or maybe it's done..?), and
I understand if Shane doesn't want any of this public knowledge before the
book hits, but any information (even if you have to mail me directly) would
certainly help things go smoother this weekend.
