The impression I get from the Deadlands books, and this theme continues
through HoE, is that the South is a bunch of mostly-good people who have
a mostly-evil government, while the North is a bunch of mostly-bad people
who have a mostly-good government.  The Agency is an exception to that
last bit, since they're a little too CIA to be completely good guys,
while the Rangers are still heroes, even if they have to be bastards to
get the job done.
