Well, Maryland's northern border is Mason-Dixon line and only Lincoln's
ignoring the Constitution (He suspended Habeas Corpus and locked up the
Governor and several secessionist legislators) and a high concentration of
Federal troops kept it from seceding at the start of the Civil War.  If that
isn't enough, I don't know what is.
