[DL] Coyote Confederation, and Previous settlements



I have a question.  I have a player whose Saloon Gal character history
had her growing up in and near Tulsa, Oklahoma.  However, today was the
first day that I looked at the maps closely for her and saw that Tulsa
is right smack dab in the Coyote Confederation.

What is the official status of cities such as this.  Based on the rail
maps in the Marshal's Handbook, even though Tulsa is not listed on any
maps in Deadlands that I can find, it looks like Black River's line runs
right through it on its way through the Confederation.

Unless someone on here has a better idea, or something official
contradicts it, I am thinking that considering the Coyote Confederations
gets on with its surrounding neighbors MUCH better than the Sioux
Nations, cities such as Tulsa which existed prior to the Confederation
would still be mostly functioning.  In this case that would be even more
the case since it appears Black River's line would provide easy access
to the rest of the world.

What does everyone else think?  Am I missing some reference to this in a
book somewhere (Ghost Dancers, Marshal's handbook, etc.)?  Is there any
official ruling on this type of situation?
